Working components stuck in a boot loop.

I had created my own build and after changing the wall plug (after 4/5 months), it stopped working. i got told it was a faulty CPU as the computer stayed on but no video output from the MoBo or GPU was working, so I purchased a new CPU, nothing. I've tried both CPUs now and they both seem to be stuck in an infinite boot loop (that still doesn't have video so I can't go into BIOS) and I am literally stuck.
I've noticed that the hard drives don't seem to boot up. The build gets power and the hard drives seem to grunt as if they aren't being read properly.
If any advice can be given, I'd appreciate it.

Specs:
i5 2500K/3570K (currently using 2500K)
HD Radeon Sapphire 7750
Corsair builder seires 600W
AsRock Pro4 Z77
2x Seagate Barracuda (1TB and 230GB)

Solution
If you have a known working power supply, try that and see if it works. If your rig wont POST, a lot of times that points to a fault with the PSU. If the PSU doesn't solve the problem, then it's most likely the motherboard.
