Peripherals do not boot up

I recently build myself a pc and as of late I have been having issues with the boot up. When it boots up none of my peripherals such as the mouse, keyboard, and monitor turn on. After restarting it a couple times it usually works until now. Now no matter how many times I restart my pc the peripherals do nothing. I can hear all my fans and hardrives working.

I would swap in a known working PSU.

Are there any other ways to test it? I don't have another PSU to see

Something like this is usually a motherboard or power supply issue. Only want to know where it's coming from is from testing them one at a time and seeing when it fails. You can try to just re-install the components, maybe RAM is loose or there is a bad RAM stick. Can also try resetting the BIOS to defaults and/or a BIOS update when the system boots up.
