Hi,
Im going to be building my first ever computer based on the new haswell platform and wanted to know if there is a optimal or average temp that the i5 4670k should run at.

Anything below 80C for most PC components are fine. As long as you don't go over eat or hover around that range when you are doing small tasks such as browsing the internet.

Cooler is better.
With a stress test like OCCT you probably do not want to exceed 85c.
That will happen when your oc starts to exceed 1.3v.
How high your oc is at 1.3v is determined by your luck of the chip sample.
Under normal conditions, your temperatures will be much less.
