can i play games that required 2.2ghz in 1.60ghz (2CPUs)

If the requirement is single core 2.2ghz and you have 2 1.60 ghz then yes.
If the requirement is 2.2 Ghz on 2 Cores (CPUs are physical chips, cores are the amount of cores inside a single cpu), then it will probably "turn on" but work very very badly.

Whats your Graphics Card. If your graphics card is way over the Minimum Requirements Card then you should be fine. But still expect it to be Choppy and a Bit laggy. Also thats the Minimum System requirements So you will play the game at the Lowest graphic settings.
