External HD with XP and Internal HD with WIN7

Running Legacy WIN 3.1 programs on External HD.

The programs won't run under WIN7 64 bit on my PC.

How do I put XP on an External HD to run the applications. I want the data to remain on the PC's Internal HD.

WHY would you run a Windows 3.1 (20 year old) programs. NO they can't run except in a 'sandbox' emulating DOS/Win3.1 and doing it that way. No you can't run OSes on external HDD, by default Computers look for INTERNAL parts to run the computer.
