Black screen when installing GPU

When i connect my new radeon 7770 to my computer and turn it on the screen stays black, iv tried using other GPUs and got the same result. i'm using a Dynex 520w PSU.

yes i have connected the power connectors, and the fan does spin. i cant enter the bios when the GPU is connected, but I can start the computer normally when i restart without the GPU connected.

I've had this problem with two new dedicated cards now, the first was the Radeon 7750 that I returned(thinking it was DOA) but is still happening with the Radeon 7770. could my PSU be causing the problems? Its a Dynex 520w(from bestbuy) so I've got no idea if its actually capable of what is says.
