Will this cpu be safe to over clock?

Solution
Safety of overclocking is dependent on CPU voltage settings. While small increase in working voltage will help stabilize system for higher speeds, heat dissipation will become problem. Moreover, each processor has reference maximum voltage. The voltage number is limit when overclocking CPU. Your motherboard will help you lower voltage requirements if it has good voltage regulators, which usually are found in pricier motherboards, hence allow for stable overclocking environment.

Watercooling is a good start for any overclocking. I strongly recommend it for both CPU and surprisingly GPU! While not easy to find mounting methods for closed watercoolers for GPU, temperature-wise it is simplest and not expensive way to overclock GPU...

Well, any CPU should be safe to OC, providing you know what your doing, and have good back round knowledge. Saying that, I've no experience myself with FX CPU's so, they key thing for any OC is temps. If your temps are good, then you can always try to eek out more. If they are high to start with then the Evo212 may not cut it, and you might have to dial back OC settings or get a new cooler.

Overclocking comes with problems, where you will be confused what you did and how it affects your system. Plan to know what to do when system is not booting up as you expect and know about how to reset your BIOS before you start overclocking.

Solution
I would download some temperature monitoring software now, and do a survey of what you have to work with. On top of that, I was otherwise make sure all your bases are covered and do research on what you have, and what you'll be dealing with.

What you're asking for *might* be possible, though.
