At the moment I'm using a really old pc its an intel pentium 4 system so I have finally decided to build a new pc but I was just wondering if It will run slightly older games, music producing software and general tasks alright. The mobo is an asrock m3n78d the processor is an Athlon II x2 250 the ram is 2x4gb DDR3 pc3 12800 1600mhz it has a 500gb sata hard drive and a sapphire Radeon x1950 pro 512mb graphics card

I'd advise you to spend a bit more. You've obviously not felt the need to upgrade until your system is actually holding you back, (which I respect a lot compared to a lot of people who keep updating for no reason), however if you buy what you're currently proposing you're starting off with hardware thats already out of date.
I guess P4 was the norm in around 2004/5, and the Athlon 2 was the norm around 2009/10, (top of my head).

I'd suggest an AMD APU. Perhaps the A8, or A10. Its a medium/low system, but ITS CURRENT, its cheap, and its a serious upgrade on what you've already got. Convinced?
