Random 100% CPU Spikes with Windows 8.1

When MS released Windows 8.1, I did the upgrade on my PC. Everything went OK, but then I detected a weird bug: randomly, CPU usage would go up to 100%, stay there a few seconds, then go down again.

I first noticed it while playing Call Of Duty. The FPS dropped a lot, so I put the task manager in the other screen and I saw that FPS dropped when CPU was at 100%. I though it was a graphic card issue, but then I started noticing it in other scenarios.

For example, I usually have Chrome, TweetDeck and Mediamonkey opened. It all works smoothly, and then, with no reason (I don't do anything special in any program) CPU goes to 100% and everything slows down and stutters. Funnily enough, it doesn't stop if I kill some process with high CPU usage: another process will increment its CPU usage.

I've tried everything I thought of. I ran two different antivirus, explored the HiJackThis logs, resetted the BIOS settings, ran ProcessExplorer to see if there was something strange, even ran Windows Performance Recorder (too bad I don't know how to make the most of it).

My specs:

  • ■ AMD Athlon 64 x2 Dual Core 4200+. at 2.2 GHz.
    ■ 4 GB RAM (two 2GB cards), 800 MHz.
    ■ IDE hard disk, 1TB.
    ■ nVidia GT 630 graphic card.

I wouldn't want to reinstall Windows, too much apps and configurations there. Anybody has any suggestion?
