How can I use programmes from my HDD. New SSD installed with OS on.

I have a terrible internet connection so I would rather not download them again.
When would I have to use the User State Migration Tool? Would Windows Easy Transfer be recommended for me? I've never used USMT before and WET is supposed to be easier for general users. I could format the SSD and reinstall if necessary.
