Why wont my CPU reach my overclock?

I'm attempting to overclock my Intel i7 3770K custom liquid cooled processor on a asus sabertooth z77 motherboard (UEFI Bios). I have a fully stable overclock and have set my multiplyers to 47 on all cores. (4.6Ghz expected) When I have run Prime 95 and CPU-Z my core clock speed on all cores is 3.9Ghz. I want to know why my processor is not running at the 4.7Ghz overclock speed and how I can fix it. Basically how can I make my processor run at my overclocked speed?

Looks to me like something isn't set properly. 3.9Ghz is what I would expect on an Asus board that sets the turbo multiplier by all cores rather than by Intel's specification (turning Intel's 2/3/4/4 turbo spec into 4/4/4/4). The Rampage series motherboards do this by default, but I do not know if the Sabertooth series motherboards do as well.

The only multiplier that you should be changing is the top turbo multiplier. Set that to 47. You may also need to disable the turbo power constraints (this is done by default on Rampage boards, but that may not be the case with Sabertooth).
