Could a bad CPU cause the system to not power on?

Hiya!

I've been having this problem for quite some time, and I have posted here before regarding it and I was told that new memory would correct the issue..but it didn't.

My computer turns on for a split second, then turns off. Fans spin slightly and then just cuts power. I have tried to narrow it down as best as I could, from memory to graphics to HDD to CPU cooler.

My specs are:
NZXT Phantom Case
Gigabyte 990FXZ-UD3 motherboard
Enermax ETD-T60 VD Heatsink & Fan
AMD FX 8350 8 core processor, 4.0 GHz
Ares G-Skill PC3 14900 ddr3 16gb
Western Digital Blue HDD
MSI Twin Frozr II N560GTX-TI graphics
Kingwin Lazer 1000w PSU

My suspicions are now focused on the CPU cooler, mostly because when I take it off, it turns on and boots, however I wanted to double check (already have a new cooler coming Saturday anyway) with Tom's Hardware Community and get some tech related answers.
