Need Help Building a $600 US Computer For Gaming

Dear All,

I am currently trying to build a desktop for a friend who has a budget of $600 (exactly or less) and wants to play games eg. Team Fortress 2, Minecraft, etc. on medium-high settings and is able to easily expand. Can someone please help?

    He needs an OS, monitor, keyboard+mouse, and won't overclock, just everything stock.
