New system half-boots but does not enter BIOS

I have just put together a new system build and tried to turn it on for the first time. The screen displays a similar version of this (for my model of board) but then will not respond or allow me to enter the BIOS. My keyboard's LED's are displaying so the mobo is recognizing the keyboard okay. After maybe one or two minutes, "M _" appears which just goes down the screen continuously.

Checklist of tried solutions:

- Reseated Memory.
- Tried booting with one memory module and in different memory sockets to the
recommended.
- Booting with no memory does not give us the splash at all.
- Double checked wires are in correct places, and are in correctly.
- Removed HDD and Optical drive cables individually and together to see if it affects boot.
- Removed case fans as they were 3 pin going into a 4 pin socket, just to check.
- Tried a second keyboard - Both keyboards have working LEDs when plugged in.
- Keyboards are in USB 2.0 ports on the I/o tray.
- Could not find any metal object that could possibly be shorting Mobo.
- Mobo standoffs are in correct places and screwed in.
- Taken out the battery from the mobo to let the CMOS reset.
- Connected our speakers via the I/o port - no sound or beeps on boot.
- An electrostatic wristband was used throughout the entire setup.
- CPU is supported by this mobo.

Suspected Causes:
CPU socket may have a bent pin.
Motherboard is faulty - Or another part is?
Do not have tools to test PSU. (yet)
Keyboards may both require drivers? (but the Caps lock light works, etc)
 
Solution
Try different memory all together. Some of those 8GB modules can be troublesome. Also try pulling the GPU and using the integrated graphics. Past that it sounds like you may have MB issues...

I'll also try a different monitor and connection - I've found several threads where people have fixed similar issues just by switching the display and/or cable. It sounds odd to me but it seems worth a shot. I'll also try the internal graphics, that's a good idea, thanks
