Hey guys, my computer has been sucking lately. About 1/2 the time I boot it, I get my startup screen, but with thin lines across and very weird colors. And every single time I start up a game (WoW or BF3 or CS:GO) the screen has a stuttering sound with a solic color, but thin lines going down the screen until it reboots. See the images bellow.

Here are my system specs. Can someone just please tell me what's wrong? I know it isn't my RAM btw because I JUST bought new RAM.

Without seeing all the artifacts, the most likely scenario is either the VRAM in your GPU going bad or your monitor is dying. Can you hook up your PC to another screen? Would be helpful to eliminate the monitor once and for all (I suspect it's the video card as it's rebooting, but it's always good to eliminate things as there's always a non-zero chance that multiple things have gone wrong). I don't believe from what you say (and the fact that it's present before Windows is loaded) that it's a driver issue, but rolling back (or updating) drivers is always free.
