Well, if you spend $100 on a CPU, $50 on a mobo, $50 on RAM, $40 on a PSU, $50 on a hard drive, $40 on a case, $15 on an optical drive, That leaves you $55 to spend on graphics, which won't get you anything. And that's if you're able to find anything relevant with the prices I mentioned (you'd be hard-pressed). I'm not trying kill your dream of a $400 gaming PC, I just don't see how you're going to run any 3D games with that budget. I assume that's what you're talking about when you say 'new' games.
