ok so i pulled everything out of the case, unhooked everything and reset the pcu, the ram all plugs im running the monitor through the onboard vga gpu. dvd drive, chassis fan, cpu fan, graphix card and hard drives have power but still no signal 
irony: i also have an AMD phenom II that i had to replace the power supply on that is doing the same thing. ( which is why i went and bought the dell)
