My First Build

Hello, this is my first time using this site, so if this is the wrong spot for this question, just tell me. I'm looking to build a good budget computer before i start college. I have never did anything of this sort, so i need help. I have most of the components picked out, but need help realizing my errors. I will post links to components at the end. I also wanted to do a complete case mod, from a tool box. This is where most of my frustration comes from. Like how do I secure the motherboard with out a manufactured case? How do you connect multiple fans to the same controller? (the design of the tool box will only allow me to use two 140mm intake fans and six 80mm exhaust fans)? Will a plastic tool box build static? Could i link all of the components, like the mother board, to a large chunk of metal? Any suggestions for motherboard, CPU combos would be wonderful. Max would be about $150 for both. I had a motherboard(http://www.newegg.com/Product/Product.aspx?Item=N82E16813128530) but they discontinued a 60$ 4 core processor. FM1 is getting outdated. I would like a 4-core processor, but i think they are out of my budget(75$). Whats a GPU?

I could spend the money to get a case. I think the total will be much higher than 400. I will need a mouse, keyboard, TV (I want to use the computer as a home theater).

My school has good vocational classes. I will be able to mod a case in building class. I think it would be fun. I know it would be hard, but I think if i build the case i would take alot of pride in it. We also have a cisco class. The teacher said he would help. The have the "tower of dell" that i could scavenge parts from.

What would you suggest i spend the money on?

I have a cheap mouse and keyboard for now, and i dont mind if the monitor runs over the budget. Im not thinking about that yet. so 500 was right. sorry for the confusion.
