Is this possible? I wanted to have two internal storage HDs in a RAID 1 configuration and then have 1 SSD with OS X on it and another separate SSD with Windows 8 on it. Could they both access the same storage HDs without partitioning?

Yes they could although OS X can only read files from NTFS partitions you would need 3rd party software to write to them.

format the two mechanical drives as exfat and both windows and osx can read and write to it.
