PC problem while playing, and after

Let's start with my OP:
I3-2100 3.1 GHz
GTS 250 1 GB
4 GB RAM
HDD 1 TB
Windows 7 64-bit

And a little description of the problem. Few months ago didnt happened this, but now, when i play a game for 1-2 hrs, maybe even 3, the FPS is decreasing sometimes. Even when i close the game, when i want to refresh, i must wait like 10-15 seconds so that i refresh. My Physical memory is around 95%, CPU around 30%. Few months ago i could play even 2 games at a time, watching even a video on youtube and no problem, and now it's happening this. I asked a friend of mine about this problem, told i alt tabbed alot when i was in a game and after that told me that maybe it's cuz of this, cuz i messed up with my RAMs....maybe this it's the problem or what else can be the problem?

And a little 2nd problem. Whenever i enter a game, a strange sound it's heared from inside, it's from the hard drive or from the CPU?

@tinmann Even now i can play with it some games with max res and almost all at ultra, with an average of 25 fps, but still, do you think all this problems are only cuz of my GPU or my RAMs (cuz i kept alt tabbed plenty of times) or both? Atm i dont have any budget to buy a new GPU, but i'm planning to choose between a GTX 680 and Radeon 7970. But till then, i need a solution to fix this problem and that other problem with the strange noise.

Make sure your video card is not overheating as well.
You'll probably want to upgrade...

What do you mean you messed up with your RAM?

About your specific problem:
1. Maybe your CPU or graphic card overheating. Check their temperatures.
2. Your power supply may be dying.
3. 95% RAM usage is very high. Have you installed any new software lately? 4GB is pretty low by these days standards.
4. Where does this noise come from? You may operate your computer with case open. Listen where this noise is coming from.

I think your problem might be your Video card. the GTS 250 is not a gaming card, it's more of a everyday, causal use kind of gpu. I'm really surprised you were able to play any of the modern games at any kind of resolution let alone two games at a time and watch Youtube. And 1Gb of Vram is just not enough for games.

Make sure your video card is not overheating as well.
You'll probably want to upgrade your RAM to 8GB when you upgrade your rig.
Do you still experience slowdown when you run only one game at a time or just when both games?
Does it seem that noise coming a fan, graphic card or what?
It would be nice to know what kind of powersupply you have (brand and model).

My GPU its not overheating, it always around 50 degrees Celsius.
About slowdown, yes, if i play some games, after a while it starts to be slower, thing that didnt happend few months ago.
The sounds come near the hard drive it seems.
Dunno about the powersupply, what kind is it, didnt checked.
