4770k always running at lower speeds

Hi guys,

I just put together a new haswell system. I have a 4770k and Asus z87-pro mobo. 16 gig's of G.Skill ram.

This is my problem. When I boot my computer, i run Task manager to see CPU performance. It starts out completely fine, it's at 3.5ghz. Then after a minute or so, it drops to 800mhz and almost nothing I do makes it go above 1.0 ghz, short of running aida64 or some other benchmark type software.

I run photoshop cs6 with 1gig files, edit 36mp files in lightroom, render video's...nothing makes it budge.

I tried resetting the bios to defaults, and nothing.

I'm completely at a loss for what to do.

Any ideas or suggestions would be welcome.

But i'm experiencing worse performance than my i7-920 =/

the whole point of the upgrade was to improve performance. Any way to disable to this new 'feature'. I mean, my 1 hour video is rendering in 90 minutes...at full speed, it should only take 14 minutes.

 
Wow that's not good even my slowest amd system does much better then that... like the op above said go into your bios and disable the C1E and speedstep and if theres something you don't understand in there google it and find out what it stands and works for.

I disabled speedstep and thermal throttling. It now runs full speed all the time. At "idle", its still only at 37 degrees. Under load (for what I normally do), it goes up to 55. With the h100i water cooler, it's completely fine.
