Screen Tearing in...lots of things.

Okay, so I just upgraded my system to:

3570k w/ stock fan
asrock pro3 z77
Radeon 7950
256gb SSD (for windows and main games)
1tb hdd
windows 7 64-bit
Dual monitors (asus VE248 (hdmi) and AOC 2219s-1 (VGA), both at 1920x1080 and 75hz)

Just the cpu/mobo are new, the rest was already in my case. Had to reinstall windows (on the SSD), and everything has been amazing, resources and heat management is fantastic (cpu gets high still in guild wars 2, but heat tops out at 52c), but for some reason I still get screen tearing in both games and video (and sometimes in windows, but I may be imagining that, honestly).

Vsync is on in all games that I have it on, and I've tested the video with netflix and a few on-disk videos, it happens in basically everything that uses the graphics card. I'll be checking to make sure it's mounted properly (did a double check before closing the case, but had to move it afterwards so it's technically possible it's loose) but wanted to ask on here if anyone had ideas, since if it's not that, I have very little else to check.

::edit:: forgot the PSU--700watt, forgot the brand. Rechecked the graphics card as well, it's in fine.

Weirdest thing. I honestly had almost zero hope that reinstalling the drivers would help, since I had just installed windows for the first time on a new drive to begin with...but it's gone. Must've installed wrong or some other program (or windows) messed up the drivers while installing all the basic programs.

Thanks, I would have skipped that step altogether and RMA'd or reformatted everything otherwise.
