PC Stuttering in many games

I have a AMD x4 965 OC to 3.6 Ghz, 6GB RAM, MSI HD7870, fresh install of Windows 7, latest AMD drivers, reinstalled all games, validated game files, checked PING and network connection, frame rate, got a new PSU Corsair 750W, and used Razer Game Booster, reduced all settings, and yet there is still a stutter in my games which includes, Crysis 3, Fallout 3, and CSGO. My power settings are set to HIGH for gaming and I'm at a loss for why there is stuttering every second or so. It makes no sense. Help before I brick this machine!

First of all, since you are overclocked, drop back everything to their original clock/frequency rates. And try gaming again. Maybe your OC setup is unstable. And messing with the usual operations.

Second, if it doesnt work... Try using Vsync on and off. To see if its about unmatched refresh rates of monitor and gpu.

By the way phenom x4 965 is already running at 3.4Ghz stock speeds, is there specific reason you clocked it at 3.6G ? cause 200Mhz difference wont be noticeable as a real world performance.

Thanks...I have an completely identical systems and both of them have the black box 3.4Ghz AMD CPU. My other system runs flawlessly at 3.6Ghz without any issues. Since it is only a 200 Mhz, there probably won't be any noticeable differences.

Regarding the Vsync, are you talking about the system (BIOS) or AMDs software or the Game application software?

Thank you, I made sure and purchased identical RAM knowing there are issues which can happen with mismatched RAM.

Games where stutter occurs; GSGO, Far Cry 2, Crysis 3.
Games where there are no stutter; L4D2, BF3, Bioshock Inf 3.

I have checked the system resources by opening the Resource Monitor and watching the CPU and the RAM during stutters and it's undetectable. The frame rate always shows above 60 as well.
 

I mean does it have a timed occurrence like every 1 second exactly?

I don't have the exact time, but it's about every 1 second or so. But to be more exact it's moving forward about 4-6 steps in first person and it looks like it stops briefly for about .005 of a second and goes on. Then does the same thing over and over.

Thanks, but that is not running in the background. I use Razer Game Booster and turned every service, application, and process I could off.

hi, its strange you have issue on all games. do any game run well on low settings? i dont know about OC but i DO know about game settings,
first off dont turn everything on more isnt always better, alot of options are for old systems and new graphics card dont need them. make compromises like texture on high but shadows low. turn everything to low then turn up each setting individually and test gameplay on each incremental adjustment. also try windowed modes. also is your rig well ventilated? turn fans up full for purpose of testing if overheating is causing issues.
