Problem powering on and powering off CPU

Hello,

I have a DELL Optiplex GX280 (office CPU). It is 8 years old.

It recently started giving problems like :
a) Does not proceed with booting the Windows OS after logging in with the hard disk password.
When the computer boots up and reaches the hard disk password screen, it successfully accepts the password, and after that the monitor turns to power safe mode, and the monitor green light turns to orange. (The screen turns blank). However, the CPU is still on.

To troubleshoot this issue, I change the monitor to see if it is the problem with the monitor. However, the second monitor gives the same problem.

I then check the BIOS settings to see if the hard disk is detected. It is clearly detected as SATA 0 (40 GB).

Then, I reinstall Windows XP (reformat the hard disk). After installation, and restart to complete installation, it shows the same symptom as the beginning.

b) When I force shutdown the computer by pressing the power off button for 6 seconds, it does not power off sometimes. I then hold it a little longer to see if this resolves the case, but no. I have to power off the main power supply to resolve this issue.

Why does this happen? Is it a hardware problem also?
