Cpu cooler that keeps temp atleast 30c on core2duo

Hello guys, how r u?
Can you Guys recommend What cpu cooler are best for core2duo e8400 that keeps temps on 40c-30c ?
My budget is $20 below.

My current temp is 58-62 underload. 2% load based on coretemp
Open case
Horizontal place.( i mean motherboard is facing up )

And last, do you think lagging my gta 4 cause by my abnormal temp? coz my gta 4 got stuttering lag. but on other pc with same specs as mine. they play it well. no lag. ??

I guess this depends on where you live but at the same time in the philippines so there is almost no way for you to keep temps that low without spending 100bucks USD

of its always around 30 in the phillipines keeping the temps below 40 is going to be tricky.

For GTA you will need a quad core and a good graphics card because the game was made for consoles (xbox n ps3) then moved to pc so it was programmed poorly

tnx, but my friend's pc specs is core2duo e8400 and 9500gt but can play gta 4 medium to high setting well on 16 inc monitor. mine has better video card. its 9800gt, i used 16 inc monitor too. we have same cpu. but mine is lag.maybe its temp issue. anyway what is bucks dude? sorry.

It is a resolution difference.
Go into settings and turn down the resolution to around 1024x768 for better results
