Hey guy, I want to thank you all first for giving a look into my issues. You guys have been very helpful to me the past few days ^^.
Anyhow, I've just finish building my first pc and Still working on quite a bit to fix performance. One thing that was odd was the speed of my computer. It is quad-core 4.10 ghz with 8gb ram so it shouldn't be slow, or "that" slow. I am using a pci express wireless card for internet and it has been terrible. My internet is slower than my old laptop surprisingly. Sometime it gets limited connectivity. I check the specs of the card and it says it can max out at 300 mph, but realistically I know its probably only half of that. So I check on task manager to see the wifi speed (windows 8) and saw the most I was getting is 40 kph. Is this a settings issue or am I better off buying a new card? Also I'm not sure if this plays a role, but my wireless router is downstairs to my pc, but still, my laptop gets much more signal. Much help is appreciated!

With the Pci wifi card make sure you installed the newest intell or amd chipset drivers for your mb. The drivers on the wifi card most times are few months to a year old. Make sure you download the newest drivers from the card vendor. If the card vendor drivers are old there too look at who chipset is on the wifi card and download there gen drivers. With some wifi cards you may have to move the ant on the card or on the router to get out of a dead zone. The do sell ant with extended cables and round ant for better pick ups.
check the orientation of the antennas, make sure they are upright if your wireless point has its antennas upright aswell.

also make sure no wires are crossing the antennas.

it might also be worth checking how congested the wireless channel you are using is and changing it if need be.
