I built a gaming rig, but since my budget was only $600, and had to include shipping and a monitor, I was unable to get a get a GPU. Now that I've came into some extra money, I want to get one. However, the GPU I have my eyes on has a PCI-E 3.0x16 interface, whereas my motherboard has PCI-E 2.0x16 slots. Would the GPU work on my motherboard?

Solution
Yup, your fine to go ahead. As far as graphics cards are concerned, theres no difference between Gen2 and Gen3 as long as the slot is at least 8x.
