directx 9: where is full download?

I've just installed windows on my new PC and I've been trying to install directx 9.
I downloaded the end-user runtime and I thought that would be enough. I tried to run a arma 2 but multiple .dll files were missing.
Tried to open dxdiag but found it's not on my computer.

So where can I download all the files necessary for directx 9? And I mean just the files for directx 9. Don't tell me that I have to update vista to service pack 2 and then get directx 10 or 11 or some other ****. Just had to say that because I need relevant information.

EDIT - solved: Guys, I mentioned at the start that I already downloaded the end-user runtime. I fixed the problem by downloading a 95mb file. As someone mentioned vista should come with directx preinstalled, well mine didn't and I guess I had to get the full download.

Did you get DX9 from microsoft.

Make sure you have the newest graphics driver installed for your graphics card you have in your system.

dx 10 comes with vista.
