PSU or the Motherboard ? which is damaged ?

When my PC is 'shut down', it shuts down without any problem. But it does not boot or get switched on when I want to open it by pressing the power button.
If after, either the 'UPS' or the 'power switch on the wall outlet' are 'switched off' and then 'switched on', the system starts without any problem, if I press the power button on the ATX.
It is also observed that while switching off of the UPS, there is momentary turning 'on' of the fans on the mother board, as if the system is going to be switched on. My doubt is, Is it the PSU or the Motherboard , that is at fault.
Opinions and suggestions from the community is highly appreciated, since this will help me rectify the issue

It looks like you UPS is causing problems with your PSU.
More than likely the UPS is tripping one of the power protection features of the PSU of the case.

Take the UPS out of the loop and test with just the computer plugged into the wall socket to confirm it is the problem.

Are you also using a surge socket to the UPS to the PSU of the tower.
It can cause havoc if the case.
It looks like you UPS is causing problems with your PSU.

That was a great suggestion.
But I had already tested this option. Another friend told me that it can only be the PSU. He says the capacitor that keeps the sleep-standby options might have gone damaged. So -
Now I think I have only 2 options
1. Take the PSU out and test
2. If the PSU is OK, take the Motherboard for 'warrantee'


The UPS is a line-interactive 1.KVA on 60 aH external battery-
