usb wont work

before I turn on my pc id be able to plug in a usb device in any pc I have but on my one I jut got everytime I do this it start up but freezes on the display page if I turn off the pc and let it start up fully all the way past the user login than plug in a usb device it works fine but id like to know why it doesn't work when I plug it in before turning it on fully and how can I fix this?

Look On the main screen of your bios. It tell you the bios rev you have. Gigbyte uses .rom and letter for there bios ie f11...f12. Asus uses a .cap file.
Asrock and msi uses numbers file. Ie 1.08....1.09

went to my motherboard website and found two bios updates which are bios update utility or bio screen utility?
