Lag Stutter Games

I've been getting some stutter/lag in some games on PC (a broad spectrum of games, but not all). It's just enough to be game breaking in some and not enough in others. I think it may have to do with accessing the hard drive because of what I have associated it with, but I don't know if that means that I have a faulty harddrive or if the problem could still be somewhere else, like the GPU.

Anyway, it's basically a small half second freeze that happens on and off, with different frequency in different games and it seems to be related to things loading in... I guess it is best to demonstrate with examples

Red Orchestra 2 - every time a tooltip comes up the games freezes for a few seconds before displaying the tooltip

when I first load into a match it will continuously stutter for about fifteen seconds until everything loads in,

if I have the settings up high (which, most significantly, I think, means higher resolution textures) it will stutter every time I enter iron sights on the gun if I haven't entered iron sights recently. Once I enter iron sights I can go in and out with no stutter but if I wait a while and go in it stutters again (hdd spinning down?)

Company of Heroes 2 - seems to stutter every time a tooltip/hint/objective is displayed, like the Enemy Sighted warnings

Many other games that I haven't played recently or don't care to list have similar issues, Metro Last Light seems to stutter continuously (like every five seconds) if I have the settings high enough, despite running at a good framerate (50+)

I am suspecting harddrive or gpu, but I think I might take it to a computer repair shop, idk if any of those places can deal with this kind of problem though. People say to switch out components but I don't know anyone who would do this, so just wondering if there's a place you could pay to do that, or what components are most likely that I should buy first to test. Thank you.

What are your specs?

Sounds like not enough RAM, VRAM, or a slow CPU. Probably not the HDD, since that's generally only used during Loading screens - loads info into system RAM.

I had the same issue as your Last Light problem in Crysis 2 DX11 - mine turned out to be my dual-core CPU. I upgraded to one that can handle 4 threads and the problem disappeared. That may also alleviate your other stuttering issues.
