I did not got your question properly but you have to buy Bluetooth device from market (USB version). It costs as less as $2 in India.
Then use the supplied CD to install drivers into your PC.

One more thing, you can not control your PC from your mobile. That is not possible by any means by Bluetooth. Bluetooth is just for file transfer between any two devices.
