Why does CPU-Z tell me

Memory tab shows these sticks. CPU-Z

running at CL 11 and like 800Mhz, I understand the Mhz being low since I'm not doing anything other than this. Does the latency fluctuate also? XMP is enabled.

Could be thaT the bios code on your mb is old and missing the info to set up the xmp speed right. 800 by two is 1600 speed. If a bios update does not help you have to go in and change the ram speed yourself.

You usually need to manually set the speed above DDR3-1600.

Go check you picked the right XMP profile.

Alright Im about to reboot into BIOS I playd GTA IV until the cops killed me then i pressed ctrl+esc and I had CPU-Z up and opened and it still say 800MHz and all 11-11-11-28

Okay XMP was disabled.
I know I enabled it when I was first trying to install windows and figured out my HDD was bad.
Maybe it got disabled when I updated bios.
CPU-Z now says 933Mhz 9-10-9-28
This still won't help Skyrim micro stutter though will it?

You both had good answers, made me do something about it.

What GPU are you running? General cause for micro-stutter is crossfire, and to a lesser degree SLI.

Single 7870GHz. I've read its due from Skyrim not running on multicores. You need to change Skyrim to single core.
