£400 budget for gaming PC that can do 60 FPS @ 1080

I've got £400 to spend and 2 options:

Option 1: Reuse a core 2 duo system (2.6GHz CPU/RAM/HD/board) out of a Dell Optiplex 380, and buy a graphics card and monitor.

Option 2: build it all for £400:
£50 AMD 4.2GHz dual core

£25 4GB x1 dimm Corsair/Kinsgton

(reuse old hard drive and DVD drive (Save about £50)

£170 Nvidia GTX 660(?) (best within budget) 2GB

£50 Asus motherboard (cheapest)
Asus F2A55-M LK Socket FM2 VGA DVI 8 Channel Audio mATX Motherboard

£25 Cheap case and PSU 450W

£120 24" Samsung monitor (LED 1920 x 1080, DVI) £120

Which option should I go for? I'm happy with 60fps for at least all the current games and the ones to be released in the coming year.

Nvidia graphics only.

You will be hard pressed to get a 60 fps gaming system underway at £400, especially at 1080p. Take a look at the quarterly system builds here on THG.

For good 60 fps at 1080p, you're going to need, at a minimum, a gpu in the range of £200 such as the GTX660ti. You will also need a new quality psu such as XFX, Seasonic, Corsair or Antec. A minimum of 500w will run about £50. That leaves you with only £150 for cpu, motherboard, ram, o/s, etc.

No. the mobo and cpu is a huge bottleneck.
