Hi i have two pc's but the same isp. if i connect the internet to pc

No 1 ( office pc)
i get 35ms ping, download = 0.54mbs download upload = 0.15mbs

No 2 (gaming pc)
i get +- over 150 ping, download = 0.21mbs, upload = even less

might be the cable connecting to my pc or it might be my pc or the network port, any suggestions?

It could be multiple things.

1) Physical cable.
2) Network card.
3) Port on switch.
4) Software on PC.

Make sure you are testing at the same time (or really close). It wouldn't hurt to remove everything else from your network if possible.

Also, try performing a second test with the Ethernet cables switched to rule the cables out.

Finally, upgrade the driver for the Ethernet controller on the gaming PC by going to the manufacturer's web page or the Intel Drive Update Utility (google it) if the PC has an Intel processor.

The network card, or rather network adapter, is the device to which controls the network connectivity. Without one you would not have an ethernet port/wireless receiver to connect with.

Re-run your tests after each step.
As suggested update the drivers for the network adapter/s.
Disable all other running software, firewall, anti-virus, etc
http://www.howtogeek.com/74523/how-to-disable-startup-programs-in-windows/
If you determine the issue is your startup items, systematically re-enable your startup items one at a time to determine which application/s may be causing the issue.

Update the firmware of the router.
