FPS Issues Batman Arkham City

Hey guys, I just bought Arkham City on the steam summer sale. I am getting a really inconsistent frame rate. Running the benchmark with extreme presets and physx turned off I am getting a max 150 fps avergae 98 fps and min 23 fps... 23 minimum. Any body know what i should tweak to bring that number up? It usually happens when i'm flying around the sand box and is pretty distracting. I don't think there is a problem with my rig, but I do only have 2gb of vram if that is a potential problem.

I'm using a EVGA GTX 770, FX-8350 at 4.3GHz, and 8 GB of RAM.

There isn't much you can do, Arkham City's DirectX 11 mode is simply broken, always has been, it was much worse at launch, DirectX 11 mode was completely unplayable, a patch four months later got it to its current state, you'll get high framerates, but it will be very inconsistent and you will get lots of dips below 30FPS. For optimal smoothness, all you can really do is play the game in DirectX 9 mode.
