Not posting after random shutdown?

I have a GIGABYTE MA790x-UD4P motherboard that I have had for some time now. I had a EVGA GTX 260 C216 that I ran for some time as well. Two days ago I received my GTX 760 4gb gpu. I have played League of Legends on it a little bit and I went to open Counter Strike: GO, and I went to shoot one person and all of a sudden random shutdown and now it won't post, motherboard does a short beep which I've heard a hundred thousand times in the past. A little note: The fan on the back of my power supply is not working. I do not know if the one under it is working at all.

I have tried re-seating the RAM. I have tried cutting the current from power supply. Anything else I can try? Or maybe I may have over looked?

Power supply is a PC Power and Cooling 750 Quad black.

EDIT: The power supply spins everything up, fans, heatsink fan, drives, GPU fan, but what the hell is going on? Even powers my mixamp i use for my xbox when the machine isn't turned on. I'm really lost...

If I were you, I'd strip the configuration from anything but the pure basics .
Keep the motherboard, one stick of RAM, your old GPU, the CPU and nothing else (no HDD, no optical drive connected to the PSU, no other cards connected on the motherboard).
See if you get any image on the screen. If you do - try doing the exact same thing with your new GPU. If it works, your PSU might have lost some of its initial power.
The solution would be to get a new PSU. Honestly, PC Power & Cooling is not a brand I'd go with for power supplies.

Consider taking out the battery on the motherboard and leaving the computer with no power cord connected for at least a couple of minutes and then retry booting into Windows (with no battery connected, or if it doesn't let you boot without the battery, connect it and check whether it boots).
Did you have any overclocking set up? If so, by clearing the CMOS you'll get rid of it.
You should test with only 1 stick of RAM inserted.

No overclocking. Stock heatsink. Well the power supply has done it's job for 4 years. I just need about 2 more months out of it lol. I mean it is still under warranty if I can get a damn ticket to work on their website. I was also going to unplug all of my internal drives (I have 5 internal HDD's) so I think that might be an issue. HD is bad and won't boot. I'm not home right now but I will try whenever I get home and give you some feedback. feel free to keep adding suggestions.

I don't have jumpers on my CMOS for some reason. But I did the battery thing. I've come to this conclusion. I can only boot with 2 sticks of RAM in these two slots on the pic i'm going to link. I have a buddy I made be ableto get a jumper from if it would make a big deal. What is going on? Mobo having issues or power supply taking a shit? Either way, I'm curious. I have a new build coming, but I don't have the money together yet.
