Jumpy FPS Problem

So I upgraded my PC recently. I usually used AMD, but I went with Intel this time. My new setup is this:
CPU - i7 3770k
MOBO - ASRock Extreme 6 z77
RAM - 1x 8GB Crucial Ballistix
GPU - XFX GTX 260 Core 216
HDD - 60GB SSD, 1TB WD Green, 1TB USB 3.0 WD Elements External HDD
PSU - Corsair CX600

All of this is fairly new, except the HDD's and my GPU. The GPU worked perfectly in the previous PC. I took it out of my previous PC, put it in 2 ESD bags and sat it aside for about 2-3 weeks. I used the integrated Intel HD 4000 graphics for about 2 weeks and the FPS wasn't jumpy. Though they weren't exactly high either. 30FPS in League of Legends. Now I got tired of the low 30 fps, so I put my GTX 260 in. Now my FPS are weird. They are jumpy. like going from 60 to 50, to 60, to 55, to 60, etc. It sounds like microstuttering, but its a single card which I never experienced it on before in any game at all. I tried both the latest Nvidia drivers and the previous drivers which I know worked perfectly. I tried without Virtu MVP and with it, the problem persists. I am not sure what to try next, but its really annoying and I wish to fix it. Motherboard bios is the latest 2.70. Also, I tried with all the updated drivers from the ASRock website first. Then I uninstalled every single driver. I used DriverSweeper too and cleaned the registry. Problem is still here. I have no idea what to try next, except maybe the videocard could possibly just became faulty for no reason. It is about 4.5 years old.

I think that may be the only thing I did not try and it did work. Thanks a lot for the quick solution. But now I have a question, is that problem caused by everyone that has a Intel CPU with integrated + discrete GPU?
