Graphics card problems?! Please help!

i've have recently got a radeon HD 7790 and im pretty sure i have got everything installed right but whenever i plug the monitor to the graphics card the monitor doesnt detect it but the card's fans will start up. but when i take the graphics card out and plug the monitor back into the MB it works fine!?! and other people have told me to go to BIOS and change something to PCIE but i dont even have the option there??! can someone please help i have been stuck on this for a LONG time.. thank you

uh i replaced the psu and swapped cases but yes it does have one and yes the fan starts up but my monitor doesnt pick up a signal so i think the problem is the slot the graphics card is plugged into isnt selected or it isnt the main adapter or something
