What Graphics Card to Buy?

Hi I received an HP PC called the h8-1214. I have not upgraded it at all and would love to upgrade the graphics performance of it. I do not know much about computers and am willing to spend around less than $300. Currently, while playing League of Legends, I play at about 30 fps and with other programs opens it goes even lower.

My first question is "if I upgraded my graphics card, would I be able to run other programs without lowering my fps in-game as much?"
My second question is "what graphics card should I buy so that I can play at 60 fps?"

Yes, I should have made it clearer I just ideally would like to spend under 300 overall but price is not a huge issue as long as it is around there.

Thank you for the links! As long as it gets me 60fps in-game I'm very thankful!

If this helps, the game that I play, League of Legends, isn't known for being a graphics-demanding game at all but on my stock PC, I'm able to play at approximately max settings at 1080 however the FPS is <30 and I'd like for these upgrades to put me at 60FPS. As long as you believe this is a relatively significant upgrade, it should be fine hopefully.

To put this into hopefully better perspective, if you have heard of Fallout 3, my PC is able to run it decently at 720p at "High" settings. Hopefully, with this upgrade I'll be able to play it at 1080p. Not sure if you are a gamer, this info might not help haha.
