Possible RAM issues on new build

I have recently built a new PC from scratch :
4770k
2x8GB corsair vengeance PRO 1600Mhz
ASUS Maximus VI EXTREME
256GB Samsung 840 SSD
ETC...

In system on My Computer it says "Installed Memory (RAM): 16GB (3.19 usable)...
Does this mean Windows isn't using all of the memory?
I am however using a 32BIT Win 7 PRO ( Don't shout at me I will fix it later and update the OS)

It sees all your DRAM so good there, but 32bit can only handle about 3-4GB most get about 3.25-3.5, but you have a higher end mobo that is requiring a little more, when you get the 64bit OS will be able to use all

Thanks man ^_^ Btw see you have Haswell on the way, Let me know your OC, used 4 way OPT on AI suite 3 and it gave me a stable 4.4 (Turbo) OC at about 1.25V and In games I'm only getting a max temp of 69 :) (HW Monitor CPUID - still don't trust it so I think it's lower :) )
