Sometimes a flash drive will come with some preloaded software that can assist a user in protecting what they load onto it. It can usually be removed if not needed because it does not come pre activated.
If the drive is locked then someone has activated the security lock and a password is needed to unlock. If the drive is unlocked and you just want to use all the available space and the drive security is not needed then you can format the drive and start from a clean free space.
