You need 4 sticks of ram to take advantage of quad channel. 2 sticks doesn't do it. So, 4 x 4gb's of ram would perform better than 2 x 8gb's of ram. You might be able to just purchase another 2 x 8gb set though and run quad channel.
For gaming, I'll give it a 2/10. Why ever are you listing a 500 dollar CPU and a 30 dollar cooler? Also, read the specs on the x79 chipset. It's a quad-channel chipset. For 2800 dollars, I'd expect to see at least a 256gb SSD paired with the TB drive. Also, you are looking at less than 600w of power needed for that build. 1000w is way overkill, why ever for? Would you really plan on adding another 690?!?

You need to ask what we are rating it for. If it's not gaming, then it might rate higher, but you can spend a lot less and get near the same performance in games.

I don't want to use a liquid cooling system, because I heard of cases where it leaked and ruined the system. Plus I'm not sure wat you mean by the x79 chipset?
I also researched the titan, the Gtx 690 out performs it on almost every bench mark test
I picked the case because of it's fans and cooling, I am going to put in Red Led fans

Also it's 20$ extra from 850watt-1000watt.

I appreciate the feedback, but I bought this exact setup in mind for upgrading to 64gb maybe SLI I set of GTX690 in the future with better support etc.
The Processor is overkill, but in a couple years it should be standard.
I'm still curious on what you meant by the 79chipset. I did a lot of research and that motherboard was recommended numerous times
