CPU overclock not showing/taking?

So I have my CPU OC to 4.6ghz in the bios that is what is stated. Multiplier is at 46 CPUVcore is at 1.33 and so on. If I look in computer properties it shows the stock clock 3.5 the the OC at 4.6. However I noticed that several programs are only showing it running at 3.5. 3D Mark 1 OCCT and such. 3DMark 11 physics score backs up that it is only running at 3.5. What is going on here?

Well here is the deal when I know my CPU is overclocked correctly I get 33FPS in 3Dmark 11 physics test. I was only getting 27. So for sure the CPU was running at the lower clock speed. I just reset all setting in my BIOS and then booted up, then restarted the computer and imput the settings and it seems to be running correctly. I still would like to know what happened. Is there any setting that would cause the mobo to ignore the OC?

All of the power saving setting are turned off. Im not sure what happened but I guess ill never know lol. Before I reset the motherboard I looked at all of the settings to see if anything had changed but nothing was out of place. Unless there is some place in a menu I didnt look.
