Yeah, you should have no issues running a newer graphics card on that computer. I would make sure that it draws less than 80 watts though. My highest recommendation would be a 7750

will the cpu cause bottleneck ?? or is there any other performance drawback ? if yes to wat xtent
also heard that it can cause excessive load on mobo and card may burn....heard all sorts of shity things

is it 100% safe to run ???...jus want to confirm before i buy it

CPUs do not bottleneck GPUs or vice versa, that's just a perverse rumor that keeps getting spread on these forums. Rather, games tend to tax both of them until one becomes the limiting factor. They do not limit eachother.

The Phenom II x2 550 will be a limiting factor, but you will see a significant improvement in gameplay with a new card.
 


The TDP of an HD 4650 is around 50 watts. The TDP of an HD 7750 will depend on the model that you buy but should be less than 75 watts. It will not be any harder to cool and shouldn't require any extra attention.

i asked my engineer he said that it is risky to run GDDR3 on this mobo as its old.....not recommended by him
will have to test run a card first
m confused now :(
 


You're not running GDDR3 on your motherboard, you're running DDR2 on your motherboard and GDDR3/GDDR5 on your graphics card. They are attached to different memory controllers. On an unrelated note, GDDR3 is based on DDR2.
