Specs
AMD FX 4100 3.6GHZ (3.8 turbo mode) Stock Fan
Asrock 970 Extreme
750 Watts PSU

I overclocked my CPU to 3.9 Ghz and stock volts (1.4125V) and still using a stock fan my CPU temp is at 40-50C when gaming is will my CPU can handle this if I go up to 4.0GHZ
 
Solution
Well obviously you need to check this out yourself but if you're getting such low temps with the stock fan I think you should be able to go even further to 4.2 or so. Coming from 3.8 turbo mode to 3.9 OC is hardly a dangerous OC so raise the multiplier and let it run some stability tests.

If you're running the Black Edition it is known to give some BSOD issues with some STEAM games. Don't know if your mobo falls into that category but should it happen flashing the BIOS should help.

Btw. that remark has nothing to do with OC-ing but just something to keep in mind when such a situation presents itself.
