intel 3rd gen or 4th for gaming

4th gen Haswell processors consume less energy. Afaik that's the only significant advantage they have. So for desktop you're fine with 3rd gen Ivy Bridge cpu if you can get it cheaper.

Is that official? Because if it's just an assumption, I really would not count on it. Intel has released a new socket almost every year now. I thought buying my i5-750 that the LGA1156 would be good for an upgrade at least a year or two later. But alas Intel decided to make the LGA1155 soon after and there basically was no new processor family for LGA1156 after the first.

"Future-proofing" PCs rarely works, and is almost never advisable if you have to pay extra for it. For the same price, sure, but paying more for a comparable part just to "future-proof" your system for upgrades has a very high probability of your money going to waste.

Has Intel said in any official capacity that they will absolutely not release a new socket with Broadwell?

LGA1156 was "expected" to be good for at least one upgrade/refresh as well. It wasn't.

Future proofing for desktop builds really only applies to everything but the CPU and motherboard. When upgrading a build you mostly do it because you want a faster machine, which of course depends on the CPU and the CPU options depend on the motherboard.

Best CPU "future proofing" you can do is to buy a processor that is fast and overclocks well.

The best future proofing in my opinion is to get a quality PSU with sufficient power for a SLI/CF setup, a quality HDD with tons of storage space, a SSD for your OS and, depending on the develpoment status, memmory (RAM).

So there you have it; no guarantees of future-proofing anything with LGA1150 and Haswell. I wouldn't gamble my money on it, that's all I'm saying.

i am going to sell my old PC and purchasing an all new so there is no need to worry about socket
so what should i go for 3rd gen or 4th

Whichever costs you less for the same performance. The performance difference between Haswell and Ivy Bridge is not big enough to justify you paying extra for a Haswell CPU and compatible motherboard, unless electricity is super-expensive where you live or you absolutely want to save power to be eco-friendly.
