New gaming build medium-high fps low budget

Approximate Purchase Date: September

Budget Range: 300-1000 (the lower the better)
System Usage from Most to Least Important: Gaming, YouTube, web browsing

Are you buying a monitor: Yes

Do you need to buy OS: Yes

Preferred Website For Parts: Newegg, amazon, any

Location: Marshall, Texas USA

Overclocking: Maybe

SLI or Crossfire: Maybe

Your Monitor Resoloution: Any hoping towards higher

Additional Comments: This will be my 16 year old brothers first pc. He likes rpg. Wants to play minecraft and skyrim with mods. If not possible under my budget I may throw in a bit extra.

in Sept , IvyBridge-E cpu are coming and prices are expected to go down.

it is better ask later :) 

but keep this in mind ...

get at least i5 4670K with Z87 motherboard and GTX 760 or 770 card , and any Monitor you choose , insist it is an IPS monitor .
