Nothing wrong there, it's just redrawing the page.
Or do you mean it just flickers but does not resize? How are you trying to resize it? Dragging the corners?

no it resizes but the browser window flickers pretty bad? Is that normal for chrome? I just drag the side or corners.

While you are reizing the flicker is not an issue to worry about. I don't use Chrome and probably don't have the same computer as you so can't test it, but I've seen other programs that don't display perfectly while resizing.
If it resizes fine and there are no issues when you are actually using the browser, don't see any need to find a fix for this, if there is one. If you start playing with video drivers, and other settings, you just open up the chance for something else breaking that actually would be an issue.
