Dead Motherboard? and replacing it.

My computer will not boot up (POST), no video is displayed, and there are no beeps from the speaker, no matter what I do. I troubleshot and I'm pretty sure that a bad mobo would be causing this.

However, could this be a bad CPU instead?

The RAM was switched in basically every combination, and nothing changed.
I checked the PSU with a multimeter and everything there is sound.
I also checked the CMOS battery, and it is BAD! It tested as 1.3V instead of the standard 3V.

Could a bad battery cause these symptoms?

If it is a bad mobo, do I need to replace it with the same one? And if so, I could still use my PSU, C
PU, graphics card, and RAM with the new one, correct?

NVIDIA GeForce 9800 GTX+
4GB DDR2 RAM
Antec Eathwatts ea-650 650W PSU
AMD Athlon 64 X2 4800+

EDIT: I bought a new CMOS battery from a local RadioShack and fixed everything 100%. So much for all of the so called expert who I brugh my computer in to saying to replace the motherboard!
